With extensive wildland qualifications, Frank has commanded crews on deployment across the West Coast, including some of the largest fires recorded in Washington, Oregon, and California. His calm leadership and strategic decision-making have guided teams safely through high-risk, rapidly evolving incidents.

For more than a decade, Frank has served as a core instructor at the Washington State Patrol Fire Training Academy. He has trained hundreds of firefighters in structural, wildland, and live-fire environments, teaching everything from Firefighter I fundamentals to Fire Officer II leadership courses.

During his time as Fire Chief, Frank secured critical grants, expanded department membership, strengthened emergency readiness, and guided long-term strategic planning. His work resulted in new apparatus, improved safety protocols, and modernized training standards.
